Odoo ERP Cost in Saudi Arabia: A Practical 2026 Breakdown
Odoo is one of the most widely deployed ERP platforms in Saudi Arabia, and for good reason: it covers accounting, inventory, HR, sales and more in a single system with a modular pricing model. But the licence price on the Odoo website is rarely the only number on your invoice. This breakdown explains every cost layer so you can budget realistically rather than get surprised mid-project.
Short answer: your Odoo cost is the sum of three things — Odoo's own licence (zero on Community, a per-user monthly subscription on Enterprise), a one-time implementation by a partner, and recurring hosting and support. At TECFY, the standard implementation package is 3,999 SAR and includes setup, the core modules, configuration, three training sessions and one year of support. Enterprise licences, if you choose Enterprise, are billed by Odoo separately.
What drives Odoo cost
Four variables shape your total more than any other:
- Edition — Community (free, open source) versus Enterprise (paid subscription).
- Number of users — Enterprise is priced per user per month; Community has no per-user fee.
- Scope of modules — the more functional areas you activate, the more implementation effort.
- Saudi requirements — VAT and ZATCA Phase 2 e-invoicing are legal obligations for VAT-registered businesses in scope, and most teams also want an Arabic interface and Arabic documents.
A small trading company with ten office staff will land in a very different place than a manufacturer with a hundred users across three warehouses.
Licensing: Community vs Enterprise
Community is open source under the LGPLv3 licence and free to download. You pay nothing for the software itself. The trade-off is that several modules — Studio, advanced accounting reports, Quality, Sign and others — are Enterprise-only, and you are responsible for hosting, upgrades and bug fixes unless you engage a partner.
Enterprise is a subscription charged per user per month, sold by Odoo S.A. Odoo publishes three plans on odoo.com/pricing:
| Odoo plan | What you get | Hosting |
|---|---|---|
| One App Free | One app only, unlimited users, no licence fee | Odoo Online |
| Standard | All apps, charged per user per month | Odoo Online only |
| Custom | All apps plus Studio, multi-company and external API access, per user per month | Odoo Online, Odoo.sh or on-premise |
A few details from Odoo's pricing page, as of September 2026, that affect a Saudi budget:
- Prices are shown in the currency Odoo assigns to your country, based on where you browse from. Open odoo.com/pricing from Saudi Arabia to see the exact per-user figure that will appear on your quote.
- Annual billing is cheaper than monthly billing for the same plan.
- The first-year discount is time-limited — Odoo states it is valid for 12 months, for the initial users ordered. Budget year two at the list price.
- Odoo.sh hosting is not included in the per-user price of the Custom plan; it is billed on top.
- Odoo Online does not accept custom modules. If you need your own modules or third-party ones, you need the Custom plan on Odoo.sh or on-premise, or the Community edition on your own server.
Key licensing considerations for KSA buyers:
| Factor | Community | Enterprise |
|---|---|---|
| Licence cost | Free (LGPLv3) | Per-user subscription billed by Odoo |
| ZATCA e-invoicing | Odoo's official l10n_sa_edi module is part of the open-source code | Same official module |
| Arabic interface | Included | Included |
| Studio customisation | Not included | Custom plan |
| Hosting | Your own server or a partner's | Odoo Online, Odoo.sh or on-premise |
| Upgrades | Self-managed or via a partner | Included in the subscription; a partner handles customisations |
The right choice depends on your budget, your in-house technical capability, and whether the Enterprise-only modules are on your requirements list.
Odoo cost table for a Saudi business
| Cost item | Type | What decides the amount |
|---|---|---|
| Odoo Enterprise licence | Recurring, paid to Odoo | Plan (Standard or Custom), number of users, annual or monthly billing |
| Odoo Community licence | None | Free under LGPLv3 |
| TECFY standard implementation | One-time: 3,999 SAR | Fixed package — see below |
| Hosting | Recurring after year one | Odoo Online is bundled with Enterprise; Odoo.sh and private servers are billed separately |
| Extra modules and integrations | One-time | Only if your scope goes beyond the package |
| Data migration | One-time | Volume and quality of the data you bring from your old system |
| Support after year one | Recurring | The support plan you choose |
| Version upgrades | Periodic project | Number of custom modules to carry forward |

What TECFY's 3,999 SAR package includes
This is TECFY's standard implementation price for new Odoo projects — not a promotion:
- Hosting and setup — installation on your own server, or one year of free cloud hosting.
- Core modules — Accounting, Inventory, Purchase, Sales, Point of Sale and more.
- Custom configuration — your chart of accounts and inventory set up around the way you work.
- Training — three focused training sessions for your team.
- Salla integration — your Salla store connected to Odoo, if you sell on Salla.
- One year of technical support.
- No per-user fee from TECFY — the implementation price does not change with your user count. If you run Odoo Enterprise, Odoo bills its licences separately.
See the Odoo implementation price list for Saudi Arabia for what sits outside the standard package.
Implementation and localisation (ZATCA, VAT, Arabic)
This is the line item that most often breaks a budget. Even if you choose Community and pay nothing for licences, you still need someone to install, configure, migrate your data and make the system fit your business.
Implementation in Saudi Arabia is usually sold either as a fixed-scope package or as time-and-materials work. Fixed scope is easier to budget; time and materials suits projects whose requirements are still moving. Either way, ask the partner to write down exactly what is in and out of scope before you sign.
Saudi-specific work to plan for:
- ZATCA Phase 2 e-invoicing — the Zakat, Tax and Customs Authority requires cryptographically signed XML invoices reported or cleared through the Fatoora platform. Odoo's e-invoicing module handles the signing and submission, but onboarding each branch or device, entering the right company data, and testing on the simulation portal still take dedicated effort.
- VAT setup — 15% standard rate, zero-rated and exempt supplies, tax groups and the VAT return layout all need to match your activity.
- Arabic documents — the Arabic interface ships with Odoo, but bilingual invoice layouts, Arabic product names and Arabic address formats usually need configuration.
- Integrations — Salla and Zid stores, payment gateways, shipping companies or attendance systems each add setup and testing time.
ZATCA e-invoicing compliance is not optional for businesses in scope. Phase 2 (the integration phase) requires your invoicing system to connect to the Fatoora platform when your wave is announced. Plan ZATCA configuration and testing from day one, not as an afterthought.
Training and support
A well-configured system that nobody uses correctly is worse than a spreadsheet. Budget for:
- End-user training — role-based sessions for purchasing, accounting and warehouse staff. Remote sessions keep this affordable.
- System administrator training — whoever owns the system internally needs to understand user management, basic configuration and how to raise issues.
- Support after go-live — agree response times, what counts as a bug versus a change request, and how many hours are included.
- Upgrade support — Odoo releases a major version every year. Moving between versions is a project in itself when you have custom modules; factor it into a three-year cost model.
If you need ongoing help rather than ad-hoc tickets, TECFY also offers a dedicated remote Odoo support team on a monthly subscription.
A simple way to estimate your total
Rather than chasing a single number, build a three-bucket model:
Bucket 1: Recurring (annual)
- Enterprise licence fees (users × Odoo's per-user rate × 12 months), or zero on Community
- Hosting (from year two on the TECFY package, or Odoo.sh / your own server)
- Support plan
Bucket 2: One-time implementation
- Standard package (3,999 SAR at TECFY)
- Anything outside the package: extra modules, data migration, custom reports, integrations
Bucket 3: Ongoing
- Internal or partner time for small changes
- Version upgrades
For most Saudi businesses, the implementation and the people-time around it matter more than the licence, because the real effort is in configuration, data migration and training rather than the software itself. Projects with manufacturing, multi-company setups or heavy integrations need more of that effort.
Ask at least two certified Odoo partners for fixed-scope proposals, and compare what each one includes line by line — hosting, training sessions, support period, integrations — rather than the headline price alone.
